Worked solution (try it first)

Multiply every term by 10, the LCM of 5 and 2: $2y + 2 < 5y + 4$ .
Subtract $2y$ and 4 from both sides: $-2 < 3y$ .
Divide by 3: $y > -\frac23$ , option C.
